|  |     Technically, every employee whether wage class 2, 3 or 4 *should*
    have a performance review every 12 months.  Unfortunately this
    doesn't always happen.

John, it seems pretty clear to me that there are places in this company that
don't conform to all personnel policies.  So I didn't have too hard a time
imagining more than one explanation for the base note.
