    At what appears to be random times, my customer is seeing alarm rules
    hanging in an "in progress" state and needs to reboot to clear.  Some
    specifics are:
    
    - the rules are written against DECnet/OSI AM entities.
    - when the hang starts, a selected alarm rule shows enabled, but a 
      field called "Result of last evaluation" shows "in progress."
    - soon, other rules show the same behavior.
    - it never clears.
    - a reboot need to be done to clear.
    - environment is VMS 5.5-2, MCC 1.3, DECnet/OSI 5.6B
