    When I do

    I get

    The inbound and outbound utilization seems a bit high to me
    The line  has the  proper speed set

    Any ideas?
    
    P.S. I did set the line speed to 384000 and it still shows 384

I doubt that this speed is correct. It would mean 384 bits per second. 
If the line actually runs at 38400 bps this would explay why you see 
such high performance figures.

If it still shows the old value, the SET must have failed. I guess that 
you try to specify 38400 bits/second. Make sure that you use the DNS 
Fullname in the SET:

MCC> SET Node4 .DNA_NODE.CXO003 Line syn-0 Line Speed = 38400
