If I have 3 routers, A, B , C, and run a query on snmp
inbound utilization on router b, which direction am I
actually polling? AB or BC?

When you request utilization information it is for a specific INTERFACE on the
snmp node. Therefore, utilization is for the link you request and you have to
know which interface A or C is connected to.
