A customer is installing V1.3 (SSB kit from CD) of BMS on an A5.5-2
VMS system. The installation fails with an access violation when
running MCC_STARTUP_BMS with ENROLL. Of course the IVP also fails.
I've also tried it myself on his machine and still the same problem.
We've checked all quotas with MCC_AUDIT and made the recommended
adjustments to the parameters.

Does anyone know what could be wrong here? We've never seen this
problem before and I have really no idea where too look next!
