Here are a couple of remarks and questions asked by (another)
TeMIP customer.
<<Based on the release notes for BMS
V1.3, it appears that the Iconic map permits partial records to be
encoded. This is documented on page 3-3. Presumably that applies to
variant records. (It also supports display of choices, which is an
important requirement for the customer.) In the V1.3 BMS release
notes, the FCL PM is not mentioned.
