I have a customer who just installed a cisco router in his network.  While trying
to setup alarms for the router he ran into a problem.  It seems that DECmcc will 
not allow him the capability to set alarms if the SNMP entity has a password.  
The error message returned states:

	This request cannot use the "By Password" Qualifier.

	Unsupported Qualifier Id  |By Password
				  |____________


Customer is running DECmcc 1.2

Any help appreciated.
