I am a novice to DECmcc and hope I don't ask naive questions.
A customer is running DECmcc EMS 2.2A and wants to know,
1. How to set up an icon such that its color follows the alarm type?
2. Is it possible to define alarm rules in the DECmcc startup procedure
instead of in the Alarms FM?
3. Is it possible to run an alarm process in background?

I think you are asking that if and when this alarm fires will the icon
turn the color of the severity??
If so, then you can customize the colors by selecting
CUSTOMIZE->MAP->SEVERITIES from the Iconic Map..then you can select
colors.

I don't understand why you would want to do this...once you create them
from within DECmcc they are there til you delete them...you can
extract them to a .com procedure using the extract alarms utility
located in sys$system and keep this file as a backup in case you
accidently delete an alarm rule.
And Yes you can create a batch job to keep the alarms running in the
background. There is a sample .com procedure located in the
ALARMS AND NOTIFICATION MANUAL...don't know what page...look up
BATCH in the index...
