    This is a similar problem to note 3986.
    
    I have a couple of sites where I have got DECmcc EMS 2.2 installed
    (BMS 1.2.3)
    I register MCC 0 on the IMPM and when you look into it, there are some
    modules missing e.g CIRCUIT_AM. If you pop up the toolbox, then it does
    not appear in there to be added. If I deregister and reregister MCC 0
    they still do not appear.
    If I reenroll MCC_CIRCUIT_AM it still does not appear....
    
    Is there any way to get the circuit_am (and others) in the MCC 0
    IMPM?
    
    If you check with FCL, then they exist.
    i.e show mcc 0 circuit_am all char returns the expected information.
