I can't control (start, stop, resume, suspend, etc.) exporting unless
I'm logged into the same VMS account as the process running the
exporting background.
It doesn't seem to make any difference whether it's the VMS account
which owns the database file or the account appearing in the export
file's Rdb ACL's. So long as the account I'm using is the one that I
used when I started the background process and I can access the Rdb
file (RW) then I can control exporting. Attempts to do an export
operations (e.g., start or stop) from any other account (regardless of
privilege) fails with an error message indicating that the background
proess is not set up (inspite of the fact that the process is still
running).
How can I get around this restriction? I would like to be able to
control exporting (and other MCC operations) from any account with a
given rights_identifier.

The background process uses a group wide lock.
So you should be able to control exportings (and recordings) from any
account in the same UIC group as the account which has been used to
start exporting (recording) and to start the background process.
