I cannot get notification to pick up any phaseV events which are being sinked to
MCC. It doesn't work from either the IMPM or FCL (see below)

Ian,
please check that the entity you are getting events on is in the
domain that you are doing your notify command on. This means the
the MCCULT_NS:.REO.ENGR42 node entity is in the domain. If it
isn't then you will not see it. Also not that the notify command
in entry 1 is only looking for notification events and will not
see the event you are looking for.
Notify commands are always bound by the membership of the domain.
