I would appreciate explanations, hints, suggestions on what are we missing in
our installation in order to get message text.

The /usr/mcc/mcc_system/mcc_login.csh file is called from .cshrc file.
Immediately after login 'printenv' verifies that all enviroment variables
declared in /usr/mcc/mcc_system/mcc_login.csh have been set up.

The message number stands for MCC_S_NOPARENT and the fact that it is displayed
as VMS Routine Error has nothing to do with VMS. To the best of my knowledge
the Phase V AM put all errors for the common exception MCC_K_CANNOT_COMPLETE
into VMS Routine Error argument.
