As far as I know there will be no changes to the toolkit for V1.3, so 
there is no T1.3 toolkit for DECmcc.

The kernel is guaranteed to be backwards compatible, so you should have 
no problem using the V1.2 toolkit with T1.3

    On 22-JAN-1993, note 3.221 was added stating that the DECmcc V1.3 Field
    Test Update Developer's Toolkit is available.  Does this mean that
    there will be a V1.3 toolkit but for now just continue to use the V1.2
    toolkit under the BMS V1.3 platform?

You can't just use the V1.2 toolkit unless you build your own small 
dictionary or use the big dictionary that comes in MCC_SYSTEM.

The dictionary format changed for V1.3, so they are not backwards 
compatible.  If you take the big dictionary from MC_SYSTEM and put it in 
your local development MCC_SYSTEM, make sure you also take the 
*.ctm file that was added to the .dat and the .bpt file suite.
