     The problem is about setting targeting, here it is the problem
     explained
     from FCL, but the same exists even in the Iconic Map.
     I can enter the target assignment but I can't display it, then if I
     try to assign it again it says that " a matching entry already exists".

I believe there was a problem with certain 3-entity-level
targets.  I have QAR'd this in mcc012_ext as QAR 517 against
notification.

    Due to a problem with Notification Targetting, the identifiers entered
    in the event source must be the primary identifiers (except for the top
    level apparently).  If you use the phase4 address, instead of the
    phase4 name for the adjacent node, I think it will work.
