Is it possible to set up DECmcc so that the notification window is
displayed along with the map window when the iconic map interface is
started?

After you start the Notification window from the applications
menu you select "Customize" then "General Notification" then click on
"Open Notification Window on Startup" or
you edit MCC_NOTIFICATION_RESOURCE.DAT and append this line -
mcc_ns.Wopen: 1
