    I have 1 node that I cannot register with MCC.  It is a DECrouter 200
    and is reachable via NCP.  It is running and is routing.  I can
    register all of my other routers except this one.  When I try to
    register this one, I always get:
    
    Internal Error in DECnet Phase IV AM
    
    What could be some reasons why I cannot register this node?
