I am running DECmcc BMS T1.2.7 on VMS 5.5.

I was surprised to see that it's possible to create an alarm rule on an
unknown domain.
(here the domain.test doesn't exist and the CREATE ... RULE ... is accepted !)

I believe it is known, but don't know if it is considered a bug or a feature.
