Customer quandry,  he would like to do alarms on his X.25 router.  His
first idea was to alarm on 'Error Percent' on the ethernet line, however
when he did a show statistics this returns:

	 'Error Percent = -- Attribute Not Available'.

Looking at the algorithms on page A-4 of the PA use manual, 2 of the values
in the formula; Data Overruns and User Buffer Unavailable are also returned
as unavailable.  

This lead to the conclusion that if any of the values required for the
evaluation of the algorithm are not avaliable the whole calculation in 
trashed.  In some cases, where the entity in question should have those
values available, ie a vax node4, this would be correct.  However, in 
entities where the values are not valid, ie , routers like DECrouter 2000,
where not all attributes are valid, the algorithm should be modified.  
Possibly by using '0' for these attributes.

The examples below, came from a router at the CSC, using BMS T1.2.7.  I
was hoping I could tell the customer that the next release would solve his
problem, but this is not the case.

Any words of wisdom out there I can pass along to this customer?
