    Installed T1.2.7 on two VMS V5.5 systems, previously running X1.2.15.
    
    When we tried to run MCC_STARTUP_DNA4_EVL.COM,  each MCC directive
    was followed by the message "No privelage to perform directive at
    Node."
    
    This procedure was executed from the fully privelaged SYSTEM account.
    
    Same commands failed with executed by hand.
    
    I was able to start the process by doing a RUN/DETACH
    SYS$LIBRARY:MCC_DNA_EVL.  The network object was created, but no
    events were able to get through since we could not set filters as
    in the above command procedure.
    
    One interesting point....when attempting to add NODE4 entities from
    the iconic map interface, they failed with "file not found" and pointed
    to SYS$COMMON:[SYSEXE]NETNODE_LOCAL.DAT as the unreachable file.
    
    I then copied NETNODE_LOCAL.DAT into SYS$COMMON:[SYSEXE] and it
    complained about not having sufficient privelage to access this file.
    The file had (RWED,RWED,,).
    
    I then gave (W:RWE) to NETNODE_LOCAL.DAT and found that I had to do
    the same for NETNODE_REMOTE.DAT.  I was then able to register and reach
    PHASEIV nodes.
    
    Both systems are using the MIR for data respository.
    
    Any suggestions as to where to look would be appreciated.
