Please see note 2790 for further occurences.
After installing T1.2.7, the MCC_STARTUP_DNA4_EVL command procedure no longer
starts the background event listener and the network object is not created.
Doing a RUN/DETACHED SYS$LIBRARY:MCC_DNA4_EVL.EXE, starts the process and
creates the object, but somehow, I don't believe this is what is supposed to
happen.
