    Will the features, functions, and capabilities for DECmcc V1.2 on 
    ULTRIX be the same as those for DECmcc V1.2 on VMS?? If not can 
    someone briefly outline the differences.

DECmcc for VMS and  ULTRIX share the same source pool, with few exceptions.
The most significant exception is that the forms mode of the FCL is
a VMS only feature.
