When installing DECmcc T1.2.4 on a system which was previously running
DECmcc V1.1, your installation may fail.

If you should encounter something like the following during the
DECmcc T1.2.4 installation, please check the location of image
files corresponding to the module indicated during the IVP portion of the
installation.

In my case, the two errors "%MCC-E-INV_HANDLE" and "%MCC-E-DSPMMLOCFILERR"
resulted from having an old MCC_TCPIP_AM.EXE;5 in SYS$SYSROOT:[SYSLIB]
which was used instead of the newly installed 
SYS$COMMON:[SYSLIB]MCC_TCPIP_AM.EXE;3 .  

RESOLUTION:
	1. Delete the older, higher version from the system specific
	   directory, leaving only the newly installed image file
	   in SYS$COMMON.

	2. From DCL, do the following to rebuild the dispatch table:

		$ @SYS$STARTUP:MCC_TCPIP_STARTUP.COM ENROLL
			(You may substitute the name of 
			 the startup procedure which
			 corresponds to the file causing
			 your problem.)

troubleshooting this problem.

There were Old copies of am AM in SYS$SPECIFIC:[SYSEXE]. The installation
does not check to se if there are MCC images in sys$specific.
