This looks as if you don't have write access to the directory where you were
when you attempted the copy.
I'm not sure about the first error, but I think that could also indicate a
problem with where you're copying to, rather than from. You might try
dls -l mccnix::~ftp/pub/mcc_bms_pak.csh
to confirm that you can read the files you're trying to copy.

| I agree with .1, you probably have a problem on your end.
If the dls command does not work for you, let me know,
and I will investigate further.

I tried this again and got the following message:
dcp -iv mccnix::~ftp/pub/mcc_bms_pak.csh mcc_bms_pak.csh
error:
dcp: can't create "mcc_bms_pak.csh". Permission denied
