Setting the DECnet evl event logging sink is giving problem on the Ultrix
side.

2 problems.

1.  The setting of sink char CANNOT be made without using the by user=xxx and
by password= xxx.

The account is root and the src node is a VMS system.  The root is mapped 
to system as proxy.

The error is: No privilege to perform directive at node

Even with the proxy, the privilege error occurs.
Even on the local ultrix system the enabling and disabling of local sink monitor
requires the user and password.

I belive the same problem has been reported for VMS in notes 1918.2

2.  The disable node4 0 local sink monitor is ok.
    The creation and passing of sink events is ok.
    BUT the last enabling of node4 0 local sink monitor is bombing

    Internal error in DECnet Phase IV AM.

Subsequently, any disabling or enabling the local sink monitor,
also has the same error.

After the system is rebooted, the disabling is ok but bombs at enabling.
And the cycle continues.

    I have had the same problem, I finally changed to attempt to enable 
    only if account had full privs. I know the decnet people know this one.
