When I try to access terminal server attributes using TSAM with the 
ICONIC map interface I get an mcc map error message that says;

	"Dispatch local management module file access error during probe"

The other access modules work O.K., and TSAM has worked before.

Could someone please give me some insight on what's happening, and how to 
resolve the problem?

	A lot of times this is simply a protection file on the executable. Check that you can access it from the FCL (using the same user/privs). To check it why don't you try doing the test command on the access module itself.
