I believe the reason you are getting this error is that you have not
enabled the Terminal Server AM. The fact that the Terminal Server
AM does not return the correct error in this case has been QAR'd.
The command for enabling the Terminal Server AM is:
ENABLE MCC 0 TERMSERVER_AM

| Why do we have to ENABLE the AM? We don't have to do that on all the
other management modules.

Please see note 926.1 for an explanation on why TSAM needs the
ENABLE/DISABLE directives.
