    I have checked the DECmcc BMS release note, Software Product
    Description, and this notefile,  all didn't mention GKS is the
    prerequisites for DECmcc BMS.   
    
    Would someone tell me if GKS is required if I install DECmcc BMS 
    in a VAXstation 3100?

    GKS is definitely NOT required for DECmcc BMS.

The PMs that the BMS kit ships with do NOT require GKS as Chris stated in
.1.

The FCL PM makes use (on VMS) of SMG to do all "screen" manipulation that you
see in forms mode; USE MODE FORMS. The Iconic Map PM as you can guess is
all DECwindows.
