    Having installed the V1.1 BMS kit fresh today, I find when I set up a 
    simple alarm I get....
    
    %MCC-E-MIR_INIT_FAIL, the MIR could not be initialized
    
    Can anyone tell me what is wrong ?

    It is the External Field Test version 1.1 of the BMS, it is on a 
    scratch VMS 5.4-1.
    
    It appears to have problems with Repository 8-11, whilst adding the 
    alarm rule.
    
    The MCC_TDF logical is set to "00:00"
    
    I have tried the MCC_DAP_MAIN.EXE image, this clears the repositary 
    errors. But the alarm still fails to add.
    
    I have not installed any tool kit yet.

   We used to have a bug arround TDF value of "00:00". This was fixed
   in V1.1 IFT time frame. Just to make sure can you please reinstall
   BMS  with the MCC_TDF logical set to "-4:00" ?

    also check the protections you have on the "mcc_system" directories.
    the MIR should be created in the installation which should mean
    you have sufficient privleges unless you have some type of default
    ACLs that won't let you write to the newly created directory.

    I have re-installed the EFT of BMS V1.1
    
    This time it has accepted the TDF of "00:00" and is now working.
