If the toolbox is left open while navigating up and down the entity
hierarchy, it does not update to show the available operations at each
level. However, selecting ToolBox from the Edit menu will update the
toolbox.

Richard,

Yup, you got it right. The toolbox does not update automatically since there
is one toolbox for all maps, so what is the correct level of the entity 
hierarchy. We do not know which is the "right" level.  Anytime the Toolbox
is selected either from Popup Menu or the Edit Menu, it updates to the correct
level FOR THAT MAP WINDOW.

If we ever go to one toolbox per map window, then we would always know which
is the correct level, but with only one toolbox, the user must request when
it should be updated.

    Given that the toolbox is tied to the level that creates it, could
    it be closed, or "greyed" or otherwise visibly disabled, when the
    map window changes to any other level? Hmmm. Maybe not, it sounds
    the toolbox doesn't know what is happening over at the map window?

It is possible to "grey" the toolbox when it is not pertinant
to any map window.  The toolbox frequently watches the state of
the map windows and the maps sometimes look at the state of the toolbox.
*BUT*, for version 1.1, this is how it will remain.  It may not be pretty
sometimes, but there are other more pressing tasks to complete.

Vic Coppola was the first to mention the notion of having a mini toolbox for
each map window.  When he first mentioned it, it seemed like a marvelous idea.
But then, as now, we unfortunately have to prioritize.  However, it seems real
doable for the next version.  And because it is so doable, we are reluctant to 
put any more robustness into the present mode.
