Presently the routine 'MCC$AES_EQUAL CHECKS THE INSTANCE ID' to
see if they match. The same goes for the routine MCC$AES_MATCH if the
INSTANCE is not wildcarded.
The SRM does not say that the routine MCC$AES_EQUAL checks to see if the
INSTANCE IDs match but the routine MCC$AES_MATCH does.
The dispute is: "Should the AES routines match the INSTANCE IDs."?
