Hi,
An Oracle consultant is at a customer site and trying to set up Oracle Expert
1.2.0. I told him about the 1.3.5 OEM release and he will try to download and
install from the web. In the meantime he has the following problem:
Activates Oracle Expert
Create a new session - hangs for a minute then gets error:
Error in operations: selecting 'initial_design' rule
XP-7121 - the rule owner not found
I found a section in the getting started book called "Handling Oracle
Expert for Rdb Errors" and was going to have him look in sys$help:rdbx_msg.doc
for the error but he is running Digital UNIX. I see no reference to
a help file on unix.
I tried looking on some systems here hoping the error might be the same
on either platform but could not find the file anywhere.

Hi Diane,
My guess would be that some kind of a problem occurred either
during the creation of the repository, or during the initial
start of the product, when the base rules are initially
loaded into the repository.
Do you know if the customer has been using this repository
with other tuning sessions, or is it new?
If it is new, the solution would be to run xpodr.sql, then
rerun xpocr.sql on the repository. This should clear the
problem. If it is an existing repository, and there are
other tuning sessions that have been created and are
working correctly, then I suspect we have a previously
unreported bug involved.

Hi Todd,
Thanks for your response. I left the customer voicemail giving them
this solution on Apr 17, left 2 more vm's asking if it worked and got
no response so I'm going to assume it worked ok or something else
worked. They had mentioned they were also going to try and install
oem 1.3.5. I didn't want to leave you hanging.

PROBLEM:
When activating Oracle Expert and creating a new session, the system

PROBLEM CAUSE:
Either a problem occurred during the creation of the repository, or during
the initial start of the product, when the base rules are initially loaded
into the repository.
SOLUTION:
If this is a new repository:
1. Run xpodr.sql, then
2. Rerun xpocr.sql on the repository.
This should clear the problem.
If it is an existing repository, and there are other tuning sessions that
have been created and are working correctly, then please call customer
support.
