This is from the OpenVMS Alpha 7.1 upgrade checklist: 
 
    o Some products may have images which have been linked against 
       earlier operating system images, prior to V6.x, which could 
       cause this error when trying to execute a startup file or a 
       command: 
 
            %DCL-W-ACTIMAGE, error activating image imagename 
            -CLI-E-IMGNAME, image file device:[directory]imagename 
            -SYSTEM-W-SYSVERDIF, system version mismatch; please relink 
 
       Options available to resolve this issue are: 
 
            1.  Check for older product files in the SYS$SPECIFIC 
                directories. 
 
            2.  $ @SYS$COMMON:[SYSUPD]REGISTER_PRIVILEGED_IMAGE.COM - 
                REGISTER image-name 
 
            3.  Reinstall the product. 
 
 
So if you don't have this command procedure on your system something went 
wrong with your VMS upgrade or installation.

This is true in OpenVms Version 7.1 for VAX not for ALPHA
There is no REGISTER_PRIVILEGED_IMAGE.COM in the
ALPHA version of OPENVMS

You have to register the images which where mentioned in the 
version-missmatch-massages. 
For this you have to use the dcl-procedure 
SYS$UPDATE:REGISTER_PRIVILEGED_IMAGE.COM.
