SYMPTOM:  An SQL attach using the Rdb Transparent Gateway for Oracle fails with
          -LDRV-E-ORA_DB_SUPP, ORA-06214: (Cnct err, can't get err txt.



RESPONSE: This error can occur if the user's process has exhausted some quota.
          Using Rdb Transparent Gateway to Oracle with the VMS mailbox there
          is an ORA_SRV2_nnnnnn process created for each attach. If you are
          using attach alias ensure that you have enough PRCLM quota for each
          attach. This gateway has a limitation of 5 attaches in versions 3.1 
          and 7.0.
