The group which administers that system is required to do the physical inventory, and sent a request to all partners with seeds some time back to verify the location of the systems, and to provide an email address where they should be sent. Smallworld has what Digital calls "Alpha Seed" systems.  I am assuming it
is for these systems you needs the licenses.  The group which administers
