    Brief Description of Problem:

    Tried to compile on OpenVMS 7.1 with compiler 5.5-002 using DECC_V4_Sources
    _VMS_V6_sources for V6.1 backward compatiblity purpose.  Got off_t not
    found message in stats.h.  What's missing here?
