They purchased an Alpha 200 system internet server a long time ago and it
had OSF/1 loaded on it. It also had no graphics head. They would like to
install WNT and/or get UNIX working with their system

Ed, As we discussed the easiest way to add this support would be to rebuild. You can try booting the generic kernel as I outlined and do it manually and rebuild the kernel (doconfig), but since you want to upgrade anyway, it will be recognized during the rebuild.
