Problem Statement		

The VAX and Alpha COBOL compilers produce different results when using the
"substract" clause with the "rounded" clause.

Code example:
SUBSTRACT ws_alloc_amount_float OF ws_cash_allocation
	FROM ws_trans_amount OF ws_transaction ROUNDED

was producing wrong answers

i.e 0.71-0.00 ->1.21
