They were in the porting center porting an application from DEC Fortran/UNIX
to DEC Fortran/NT. Two routines were missing from the NT library.
etime and getarg
We confirmed that they are indeed not implemented. They got around the missing
etime by using a routine called secnds.
We found a Fortran code replacement for getarg in Fortran notes conference
note 1147.1
