   Uh, why don't you try testing this in your specific environment?
   (What's the real question here?)

   Which operating system?  (You're in the Generic Alpha conference.)
   Since I usually associate "privileges" with OpenVMS, I'll assume...

   Typically, TMPMBX is required, at a minimum.

   VOLPRO and other privileges may/will be required for specific
   tapes, and for specific MOUNT command qualifiers.
    
   Operators can also assist with MOUNT/ASSIST tape operations with
   commands such as REPLY/BLANK_TAPE, etc.

   And device ACLs and device protection masks can be used to allow
   otherwise non-privileged users to perform various operations on
   specific tape devices.

   And OpenVMS use-of-privileges and object-access-related auditing
   can be used to determine exactly which privileges are needed or
   missing for a particular operation...

   (VAXAXP::VMSNOTES is a better spot for straight OpenVMS questions.)
