Can someone please explain the following error report from 
an ANALYZE/ERROR. And, could this cause an OpenVMS system
to fail?

I means the system crashed and you need to analyze the system dump file.  
Other than this the error log entry is worthless.

   And when presented with a dump, see note 233.* -- that note will explain
   how to use the CANASTA e-mail server to see if this is a known problem.

   And it looks like the culprit might be the RTR ACP -- which would mean
   you want to ask the RTR folks about this system dump, after confirming
   in SDA that this failure does appear to be a failure in RTR.
