If the OPENVMS-ALPHA base license is an unlimited license, you
don't need any OPENVMS-USER license at all.

Using $ license modify <something>/units = 0 you can turn any license
to an unlimited license. Then you wouldn't need extra units for this
license at all. Until digital will use its license enforcment tool
commonly known as attorney at law ;-)
More earnest: LICENSE is small piece of paper you get with your
software. LICENSE PAK (aka Product Authorization Key) is data
you can see (partially) when you enter $ show license. And LICENSE
UTILITY is the software tool that you can use to manipulate licenses.

| Also, that OPENVMS-ALPHA is an Internal Pak. You can tell because there
is a value in the PRODUCT RELEASE DATE field. This license will need to
be replaced when upgrading to VMS 7.1

If that's true, there is a bug in LMF I don't know about. If you specify
/units=0 in a modify command, LMF will clear the modified units field and
return the PAK to it's orginial units value.
Perhaps you meant to say license modify <something>/units=big_number so that it
is essentially, but not exactly, an unlimited license.
