One of my customers applied the VAXLOAD02_070 ECO kit, and noticed afterward
that when they used the lexical F$GETJPI("","LOGIN_FAILURES") when logging in
from a CREATE/TERM/DETACHED, it returned a bogus value of 219288. Checking the
value in the UAF record always showed a value of 0. 

The VAXLOAD02_070 ECO kit contains the images CIA.EXE, LOGINOUT.EXE,
SECURESHR.EXE, SECURESHRP.EXE, and SECURITY_SERVER.EXE. The customer suspects
that there were changes to LOGINOUT.EXE that may be causing this bogus value for
login failures, and wants to know if an older version of that image can be
safely used with the other images supplied in the VAXLOAD02_070 ECO kit.

The problem with DECwindows logins and LOGFAILS has been present for
some time; I'd bet the customer just didn't notice it.

This is fixed in V7.1; the fix doesn't exist back beyond that.

If it's urgent (unlikely, since it's only the GETJPI view that's wrong;
SYSUAF has the real, correct value) please open an IPMT case, and we'll
see what can be done about back-porting it to older versions.
