One of our important customers recently upgraded his Cluster consisting of
a DEC7000 and an ALPHASERVER 8400 to OpenVMS Alpha V7.1. He also installed
all the available patches for this version. 
Since the upgrade, each time he shuts down a machine the shutdown hangs for 5
minutes on the queue manager waiting for the Queue_Manager process to fail
over the other machine. During this period he always gets also LATSYM 
unexpected process termination, which results in a process dump in SYS$SYSTEM.
The customer has tried to recreate a new QMAN$MASTER.DAT, but the error remains
the same. I have included a short analysis from the dump. Has anyone an idea
what could cause this?

   If the customer is an important customer, log an IPMT.

   Note that installing "all available patches" is not a particularly
   good idea, given the potential interdependencies among these patches.
   (I'd like to see this lack of testing change and the folks that put
   the patches together are well aware of this issue and we are working
   to resolve this, but -- until/unless this situation changes -- I'd
   recommend against installing a patch without a reason.)
