That phrasing is poor, or the quote lacks sufficient context.
For the source listings, one must order the OpenVMS Source Listings
CD-ROM. See the low-numbered notes for the SSB contact information.
One can look at the protections on various OpenVMS distributions for
the typical file protections -- see the C2 appendix for additional
information -- present on the files. The bootable OpenVMS Alpha
distribution CD-ROM is another place to look. This is possible
on most any OpenVMS distribution kit, but (on OpenVMS VAX) sometimes
one has to look inside a backup saveset.

I thought that one of the manuals (yeah, I don't remember) actually
had an appendix that listed what files should exist. Whether it is up
to date I don't know.
