The GUI marks an element with an exception as "Unavailable"
AND disallows it being used as a drop location. When the
only element exceptions were seriously broken drives or
missing bin-packs, this might have been reasonable. Today
drives will use the Exception to say they need to be cleaned,
have their leader tape rotated or just to attention...
Using only the "needs cleaning" as example, only the Full
bit should be used to indicate that a location isn't likely
as a drop site. Even then it doesn't apply to ports, where
we don't trust the cache.

| The code that handles exception cases for drives has been changed
to allow CCM and drops on drives with an exception. Drives which
happen to be Full and have an exception aren't issue. Only the
handling for drives has been changed.
