	The GUI is pretty particular about where you can move things
	today, based on its view of the world.  With the modern DLT
	libraries setting the drive exception bit for every little
	maintenance thing it wants done, even filtering out "Unavailable"
	elements will cause problems (*).

	I see more reasons NOT to filter out possible illegal commands
	rather THAN to filter them out.

	(*) Cleaning light comes on.  Customer does a Show Element
	through the GUI and sees "Needs cleaning cartridge".  So,
	it would seem reasonable to drag the nearest cleaning to
	the drive?  Wrong (today).  Having the exception set makes
	the drive "unavailable" in our view and not eligible for
	a drop.  Bad mistake on my part.
