    There are a number of facilities in OpenVMS which are not owned wholly
    by any single group.  These facilities include STARLET, LIB and CLD.  
    We knew going into this project that it would be difficult to find 
    owners for all of this code, and we were right.  This note contains a
    current list of the code that is partially owned, but may be
    essentially orphaned.  I had wanted to wait until the investigation was
    complete to tackle this work, since some of this may be covered by
    folks who haven't reported in yet, but time is flying by and I think we
    need to address this more aggressively.
