    We have a cron job that pushes a save of our archive log files to NSR
    every hour. The script basically uses save with a list of files to be
    saved.
    
    We will sometimes see one of these hourly saves in the pending state
    for several hours. eg, at 4Am (when the backup load is heaviest) the
    4AM save will be marked pending. Later, the 5AM job will come along,
    run and end normally. Sometimes its hours before the pending job
    finally clears.
    
    What is the process for handling these pending jobs? If the save comand
    occurs and the server has reached its max count, does it tell the client
    save to 'try again later' or does it accept the connection but not
    start data transfers until its ready. How does the decision get made to
    finally move the job onto the active list?
    
    We are running nsr 3.2A

	Much of the code relating to handling overlapping saves has
	changed between 3.2 and 4.2x so I don't think anybody can
	give you a clear answer without spending too much time with
	the source tree.  If there is a question like this about 4.2x
	then we may be able to help.
