I have v4 NT on an Alpha with PW 32.  I ran PNLCFG to change the license type
and when I exited I got these messages in PWLOG:

	It appears that the flood of responses from license servers
	has exceeded the number of simultaneous responses that the
	License Requester can handle.  The overflow is getting
	forwarded to the Spawner because a NetBIOS connection
	request over DECnet looks like a connection to a DECnet
	named object.

	If some of the License Servers on your network don't have
	any PATHWORKS licenses loaded, you might ask the owners to
	shut them down.

	The number of simultaneous connections allowed will be
	increased for the TIMA release (V7.0a) and that may
	make the symptom go away.
