It is not clear from your problem description whether you will be using GAp or a direct connection, but whichever is the case you should be using the appropriate configuration tool for each platform. For the VAX this is @SYS$MANAGER:PSI$CONFIGURE, for the Alpha it is @SYS$MANAGER:X25$CONFIGURE. The various scripts produced will end up in SYS$STARTUP:.
